What Is Prevailing Wage?
Prevailing wage is the minimum hourly rate the law requires for construction work on public projects in New York. It is far above the ordinary minimum wage, and it is not negotiable: if you worked on a job paid for with public money, your employer was required to pay you at least the rate the State published for the kind of work you did, in the county where you did it.
Three things set your rate:
- Where you worked. Every county has its own rates. The ones on this page are Sullivan County’s.
- What work you actually did. The State divides each trade into classifications — an electrician wiring a building and an electrician on a traffic-signal crew are paid on different lines. What counts is the work you performed with your hands, not the job title on your paperwork.
- When you worked. A new schedule — the State calls it a determination — takes effect every July 1. This page shows the one in force 07/01/2026 to 06/30/2027. For earlier jobs, the calculator holds every determination back to 2021–22.
Two words you will see in the tables below. A journeyworker is a fully qualified worker in the trade; that is the standard rate. An apprentice is someone formally enrolled in a New York State–approved training program, who may be paid a set percentage of the journeyworker rate while learning. If you were never registered in such a program, you are owed the full journeyworker rate no matter what you were called or how new you were.
Prevailing wage applies whether or not you are in a union, whatever your immigration status, and whether the contractor hired you directly or you came through a subcontractor, labor broker or staffing agency. Being paid in cash, being told you are an independent contractor, or being told “this is what the job pays” does not change what you are owed.
How to Read These Rates
Every figure below comes from the State’s published schedule for Sullivan County, effective 07/01/2026. Base wage is the cash hourly rate. Supplemental benefits are the hourly value of health, pension and similar benefits — if your employer does not provide them, that amount is generally owed to you in cash on top of your wage. Total per hour is the two added together, which is the number to compare against your own pay stub.
Overtime, shift-differential and holiday rules add further premiums that are not shown here, and some classifications carry extra amounts for hazardous or specialised work — see the official NYSDOL schedule for your trade’s full rules. Where the State has published an increase that takes effect later in the determination year, the rate shown is the one in force on 07/01/2026.

Apprentice Rates in Sullivan County
A registered apprentice may be paid less than the journeyworker rate only while individually registered in a New York State–approved apprenticeship program, and only at the term actually reached. Rates below are the current scale for each trade’s main classification; the figure in brackets is the supplemental benefit for that term. Where the State states a term’s benefits as a formula rather than an amount (a percentage of wage, for example), the wage is shown and the benefit is left to the official schedule rather than estimated.

Paid Less Than the Prevailing Rate in Sullivan County?
If your pay on a public works job does not match these figures, you may be owed the difference plus interest — and a New York wage claim can reach back six years. Because a claim is measured at the rate in force when the work was performed, use the rate calculator to look up any determination from 2021–22 through 2026–2027 by the date you worked. Pelton Graham has recovered more than $200 million for workers, including a $43.9 million judgment for New York City construction flaggers.
Was your job a public works project?
Usually yes if a government body owned the project or public money paid for it: a school or school district, a city, town, village or county building, a road, bridge, sewer or water main, a housing authority, a public library or courthouse, a state agency or authority (MTA, NYCHA, the Port Authority, the Thruway, SUNY), or a private development built with public subsidies. If you are not sure, that is a normal place to be — the contract decides, not the sign on the fence, and we can check it.
What helps when you call
Whatever you already have: pay stubs or bank records of your deposits, the jobsite address, roughly when you started and stopped, the name of the general contractor and of whoever actually paid you, and what you did day to day. If you have none of it, call anyway — contractors on public works are required to keep certified payroll records, and those can be obtained.

Frequently Asked Questions
What is the prevailing wage in Sullivan County, New York?
It depends on your trade and classification. Under the New York State Department of Labor’s Article 8 determination in force from 07/01/2026 to 06/30/2027, Sullivan County has 147 classifications across 29 trades, with total hourly compensation (base wage plus supplemental benefits) ranging from $27.32 to $116.03. A Laborer - Building working as a Class 1, for example, must be paid $47.10 in wages plus $35.05 in benefits — $82.15 per hour in total.
Do these rates include benefits?
They are listed separately. Prevailing wage has two parts: the base hourly wage and supplemental benefits (health insurance, pension and similar). If your employer does not provide those benefits, you are generally owed the supplemental amount in cash on top of your hourly wage. The Total column adds the two together.
What does prevailing wage actually mean?
It is the minimum hourly rate New York law requires on public works — construction paid for with public money — and it is set far above the regular minimum wage. The rate depends on the county, on the classification of the work you actually performed, and on the date you worked, because a new schedule takes effect every July 1. It has two parts: a cash base wage and supplemental benefits. It applies whether or not you are in a union, whatever your immigration status, and whether you were hired directly or through a subcontractor, labor broker or staffing agency.
How do I know which classification applies to my work?
By the work you did, not your job title. The State lists separate rates for, say, a carpenter on building work and a carpenter on heavy and highway work, and some trades split further by task. If you did more than one kind of work, each is paid at its own rate for the hours you spent on it. If you were called a helper, a laborer or a trainee but were doing a skilled trade’s work, and you were not registered in a State-approved apprenticeship, the higher classification is generally the one that applies. Pick the closest match in the table above and we can confirm it from the certified payroll records for the job.
Which projects do Sullivan County prevailing wage rates apply to?
Public works — construction, reconstruction or maintenance paid for in whole or part with public money — under Labor Law § 220. The rate applies regardless of union membership, immigration status, or whether you were hired through a subcontractor or staffing agency.
What if I was paid less than this on a Sullivan County job?
You may be able to recover the difference plus interest, and New York wage claims can reach back six years. Rates are measured at the schedule in force when the work was performed, not today’s rate — the rate calculator lets you set the date you worked. A free, confidential consultation with Pelton Graham costs nothing and we are paid only if you recover.
